I feel that, at this point in time, F3 has little in common with F1 & F2. Interviews and rumors claim that some core features (SPEACIAL, pipboy, vaults) will be included but other (and perhaps the more fun) features will not be included (child killing).
Other questions: 1) will there be sex 2) will there be excessive amounts of cursing (mmm Myron) 3) how much of the story will actually be incorporated into the game
I will be getting a new comp around the time i purchase F3. I just hope that the game will be worth it.

I'm hoping it's they're the same... Huge fan of fallout 2 and tactics, and i was disappointed to learn that fallout 3 was a 1st person shooter and under development at a new studio...

not to mention the level-lock scaling that will occur (i.e. walking into a map when your char is level 5, locking everything in that map at level 5 for the rest of the game).
It's not as bad as oblivion's level scaling, but technically...if you go to every map while you're level 2, can't you beat the game when you're level 2? (much like oblivion)

The biggest issue I can see with all the "safety" stuff they add in is basicly this:
They take away most of what makes Fallout, Fallout.
I like the idea of having to think about what I do, and like the posibility to kill a storyline char if I want to.
To take Oblivion as an example:
From time to time I like to go on an rampage, killing everything and everyone in my path. I did this in cheyindal (sorry for the mis-spell, but me and names  )
Killed of the guards, and made sure I took every guards armor and brought them back to my home and placed them in my chest as souviners of my accomplishments.
I then storm the castle and are faced with an un-killable king....Which ruins my parade!
I was gonna kill the bastard and sit and relax in his chair, but because he cannot be killed (along with some others in the same castle) I am now forced to "kill" them, sit down in the bastards chair for 5 seconds and then be forced to get up and "kill" him again.
To put this in a Fallout perspective:
When i play a roleplay game, I play a character with every success and every mistake and faliure I do until its either impossible to complete or move on.
If its impossible to complete, I make up my own rules and go on a rampage or play the phsyco thats goes postal in some town or location.
And as an example:
I was strolling along (can't remember if it was F1 or F2, sorry) minding my own business when suddenly this kid picks my pocket. And the Bruiser I was got pissed off and ran after the kid to slap him around a bit for stealing from me.
Unluckily for me, the strike was a little bit to hard and the kid didn't get up and I was labeled as a child killer!
This label can have rather unpleasant and goal-damaging side effects, but it made for one hell of a roleplay  And that made one of my most interesting rounds of fallout.
Now Bethesda takes the name Fallout, slap on a good portion of oblivion and spice it with some bad choices and slam it in the oven.
And what comes out? It might be a great FPS, and I am really looking forward to trying it out, but it cannot become the next Fallout.
It does not come close to the freedom of Fallout. I think its just another step by step first person shooter thats gonna be all to linear and "plain" when compared to a RPG perspective.

Just to add a quote from a Preview:
"Todd Howard, Executive Producer of the project, has stressed that ‘reinvention’ is a key point in the development of Fallout 3. This is not to say that history and lore will be ignored, but the game play itself will be redefined into a whole new playing experience to separate it from previous titles."

I then storm the castle and are faced with an un-killable king....Which ruins my parade! good call! if this is going to be implemented into F3...i'll kill a kitten. another thing about it is the VATS system: traditionally, in turn based combat in F1 & F2, time stood still. Now they are saying that time will just slow down to the point that the world around you is moving extremely slow. All of a sudden we're at oblivion with guns(tm) meets F.E.A.R.

Im also getting a new laptop Im thinking of getting the Hp dv9000t It's at a good price and im sure it will be able to hold its own, when it comes to graphics. In respect to your questions. The game will have a mature rating. Only thing that Bethesda is having trouble with is Child Killing. There are some legal issues. But they havent discarted it yet. But as long as the fans make their voice heard, i think they will do an ok Job. Ron Perlman is back as the narrator voice. At least they got that right.

speaking of similarities, doesn't the incredible hulk look like a super mutant from fallout?

In the way they are both green, muscular and always pissed. I would say yeah.

*snip* another thing about it is the VATS system:

FYI : The V.A.T.S. system actually DOES stop time completely, but if you for instance choose to hit an enemy 4 times, using up all your APs, the enemy will be counter attacking in this same period of execution ...
