Well it depends on who you want to be.  An easy setup that is pretty fun is to dump a bunch of points into Intelligence and Agility.  With these you will earn more experience points and also have more action points when you use your VATS.

This character will be a great SG character.  Building your Sneak, Perception, and SG skills will enable you to see enemy's at a greater distance and sneak in for the close range head shot with your trusty .44/shotgun.

With a SG "Thief" you don't need to be as strong as other characters because you don't need to carry many weapons or ammo and you can always up your carrying load with the Strong Back Perk.  Another great perk to load up on would be Gun Nut so that you can repair your guns and it adds to your SG total.

There are so many different builds that you can try out.
If you want a really fast game, and want to be able to kill anything and everything... max intelligence to 10 in the very beginning. This way, every level you get many more points to spend.
Then, as for your skills each level... put alot into small guns + anything else you want.
