I just found this on F3 Wordpress:

Quote
* If we are caught trying to steal something, the person we tried to rob will first chase us, trying to recover his property. He won’t be happy, but usually it won’t end with a shootout, unless we already have a bad reputation. Well, it was enough to cause some trouble in Megaton for everyone to turn against us. What then? We can try putting our weapon down - if we didn’t kill anyone, the situation will calm down.
* If we, however, do have blood on our hands already, the best way out is to quickly evacuate. Fortunately, a return is possible. After a few days the emotions drop down, and entering the town does not end with bloodshed. But still, people will know about our deeds and if we cause trouble again, they won’t give us the benefit of a doubt this time.

This is one of the major problems I had with Oblivion. I did read in another forum (I believe it was Bethesda's site) that you will NOT be able to kill children and major characters related to the main quest .

Quote
* Lots of blood and profanity. Body parts can be disintegrated or vaporized, depending on the weapon.

I knew about the bodies exploding, but the profanity was something I was looking forward to as I feel that it was one of the strong points of the first two games. I mean if you react to a giant nuclear explosion with "aww darn" instead of "HOLY F*#%ING sH!T!!!" there may be something wrong there.

yeah theres some news in the bethesda's forum, in case anyone hasn't seen it heres a summary:

*it will touch upon Romance, Sex, Homosexuality, Nudity, Prostitution, Slavery, Cannibalism, Children, drugs, addictions, among the lines of fallout 1. (specially upon slavery, children and drugs)
*no child-killing, no quest-related-NPC killing (like oblivion they "pass-out")
*your crimes are only known to those of the faction involved, towns count as "factions"
*power armor reduces AGILITY, there are clothes available (some modify your skills)
*No game editor at time of game release (THIS SUCKS), nothing's certain but it may be released eventually
*fast travel works like in oblivion, i.e. you instantly disappear and reappear wherever you decided to go. (I hadn't thought about this before, but it certainly sucks. The dotted line traveling across the map would've been so simple to implement... besides this means random encounters only occur when you travel by foot)
*in regards to weapons, skill affects how much it wobbles on screen and how much damage you do. gun condition affects the damage you do and how often it jams while reloading.
*traits and perks have been MERGED. and you gain them every level (lvl 20 is max level)
*at character creation you can modify your face , skin color, hair style and color, TONS of beard styles. no scars, no nuthin' else.
*party-joining NPCs will be colorful with great backstory/personality (I certainly hope so, oblivion didnt even have any companion NPCs)
*when you crouch you sneak, (I always hated this of morrowind and oblivion).
*no weather, no sandtorms no nothing. (not even a little rain)

the whole thing's at You are not allowed to view links.
