I found one just lying around the ground on my first play through (Pure luck), but i had to restart the game, and i havent come across a Firelance since... Sad
I even forgot where i found it on my first play through cause back then i didnt know Firelance was a random encounter... Right now I got Luck with 9 points... and yet havent encountered a Firelance.. Any one care to give me some pointers? Thanks!!  Smiley

watch for Ufo that crashes.or use a console command

Ive been waiting for agaes, traveling on foot just to witness a UFO crash but with no luck... never mind, guess these random encounters are really this rare... thanks bro!

A hotspot for the firelance is ROCKOPOLIS if you don't know where that is message me and i will help you find it
