Has anyone else found the crazy man near rileys ranger HQ who has rigged an entire street with mines!

He rants on about tree's and the worm over a megaphone!

Does anyone know if he is linked to a mission??

So far i have found two possible outcomes;

1. Sneak up on him so he doesn't detonate the mines (he controls them rather than prox triggers) and pop one between the eyeballs! He is on the second floor of a damaged building althogh i can't find any way of accessing the building to search his corpse.

2. Find a man cowering at the end of the alley. He says he daren't leave or the mines will blow up! Use carisma to convince him to talk the maniac down! this leads to him running into the rigged street followed by Ka-Blooy! The mines seem alot more powerful then regular frag mines!

Anyone else found a way to talk with the maniac, prehaps reason with him or at least find out his reason going mental??

Is this part of a mission i havn't started yet??

By the way is anyone else dissapointed that the swings and see-saw's in kids parks have rusted solid! Oblivion managed to have moving chains. Why couldn't this be applied to the swings in the park's! and how hard can a pivot on a see saw be?

hmm ive heard of the guy 1st hadn, as i was walking to Reily's Rangers compound as i was going there i heard some guy saying things like: Hungry, hungry, hungry, me? no im not hungry.
hes clearly insain. lol.
 

Oh yeah, I don't use big guns so that never occured to me but that makes sence if knukes are rare.
I thought the explosions were big for frag mines!

I find if you enter the street from the left (werethe cowering man is) you can sneak up the lader of the slide and snipe his head! I have silent running as a perk so others may have to walk to get this close!

Head west from the rangers HQ you will hear him over his PA so ya can't really miss him!
